This ticket covers the addition of a platform 'none' provider in the WMCO e2e test suite. Current providers can be found here.

Acceptance Criteria:
Once the provider is added, WMCO should be tested with the platform 'none' CI job and it should pass.

Once the provider addition merges, the platform 'none' job must ~~have~~ `always_run` ~~set to true.~~
