User story

As an WMCO developer I would like to update windows_exporter to 0.16 so that it enables us to add HTTPS support.

Engineering details

Pull from prometheus-community/windows_exporter to openshift/prometheus-community-windows_exporter
Bump windows_exporter submodule in WMCO to tag 0.16

Acceptance criteria

Existing e2e test pass
