Expose Windows Exporter metrics over HTTPS

DESCRIPTION:
Windows metrics are exposed by windows-exporter that is running as a service on the Windows Node. Usually the metrics should be exposed over HTTPS and the endpoint should authenticate the request. When running inside a pod, we can use CA signer for providing TLS cert/key to the service for authentication.

For Windows, since the windows-exporter is not running as a pod, the endpoint is not secure. windows-exporter recently added configuration for https.   Investigate if the metrics can be exposed over HTTPS and if we can add web configuraion for TLS config.
