gcr.io is deprecated and scheduled for shutdown - Effective April 22, 2025, reading images in Container Registry will be unavailable. We currently reference a few deprecated images in our repo.

We have to move away from using these for the following images:

• gcr.io/kubebuilder/kube-rbac-proxy
  • use registry.k8s.io/kubebuilder/kube-rbac-proxy instead according to upstream sig
• gcr.io/cloud-provider-vsphere/csi/release/driver
  • at the time of writing this ticket, vmware upstream still recommends using the gcr.io image
  • I've asked in the upstream k8s channel if they have a plan to publish and host a new image

Changes will be required in the WMCO e2e tests, docs, and the release repo (WinC mirroring steps).

Acceptance Criteria

Migration steps are followed

No references to old repo. All new images are successfully pulled from new registry
