Description

As WMCO ships kube-proxy, we need to create the kube-proxy branch of github.com/openshift/kubernetes as has been done for all previous releases of WMCO. This is to allow cherry-picks specific to kube-proxy to be brought in from upstream without causing issues with the kubelet branch, release-4.y.

Acceptance Criteria

• The branch sdn-4.17-kubernetes-1.30.0 is created
• kube-proxy built for kube 1.30 is shipped with WMCO
