We need to support clusters which go from EUS to the next EUS version.

We currently only support upgrades from 4.y -> 4.y+1.
We also must support going from 4.y -> 4.n, where n = next EUS version.

Acceptance Criteria:

• Write-up for QE of newly expected upgrade functionality for release testing.
• Creation of ticket(s) detailing what is needed to be done to support EUS -> EUS upgrades.
