As a WMCO developer, I want routes setup by EC2Launch v2 to be persisted so that WMCO does not have to restore it during re/de-configuration.

Description

EC2Launch v2 v2.0.1643 supports a CLI option run-task add-routes --persistent to persist routes.

Required

Update the userdata secret to add the EC2Launch v2 command with the option so that routes are persisted. For AMIs that don't have the update we should check the version and install the latest version of EC2Launch v2

Acceptance Criteria

All Windows AMIs launched should have their metadata endpoint and other routes persisted across re/de-configuration.
QE team, please test with AMIs created before and after September 13th, 2023.
