User story

As an WMCO user I would like the option of bringing up Windows instances that use the EC2 Launch Agent v2 that reads information from user data in the YAML format. At the same time I would like to continue having the option of bringing up Windows instances that uses the EC2 Launch Agent v1 that reads information from user data in the XML format.

Description

Create a new user data secret windows-user-data-yaml in the YAML format

Engineering Details

This YAML format will contain a yet to be released option from AWS that will allow persisting of routes

Acceptance Criteria

AWS 2022 instances can be configured, deconfigured and configured again successfully
