WFLY-8454 introduced a bunch of LICENSE.TXT files in the various child modules of the weld module.

No other module in full WF or WF Core has this kind of thing, and there's nothing special about the weld modules. There's no evidence of any need for these files; the WFLY-8454 request is invalid IMHO (except if any change was needed in the license.xml files.) The way we handle license info has been gone over a lot since the WFLY-8454 days and if what was asked for there was a general requirement we'd have heard about it in relation to other modules.
