WFCORE-6221 added a Factory for creating PersistentResourceXMLDescription.Builder instances that handles resource/attribute filtering based on stability.
Creating Builder instances via this approach avoids the need to call the namespace variant of the static builder(...) method for the subsystem resource, as well as avoids the need to make any large changes if a subsystem includes community/preview/experimental resources/attributes in the future, and so we should encourage use of the Factory by deprecating the existing builder(...) methods.
