This is follow-up to JBEAP-25535 / https://github.com/jbossas/wildfly-core-eap/pull/1295. Jetty dependency was added to the main pom.xml, but as it is a test dependency it should reside in the testbom module instead. (Previously the dependency was transitive.)

This is only relevant to the 21.0.x branch. In the upstream the dependency is not declared (it's transitive).
