(8.0.z) WFCORE-6569 - Move jetty dependency to the testbom module

    Description

      This is follow-up to JBEAP-25535 / https://github.com/jbossas/wildfly-core-eap/pull/1295. Jetty dependency was added to the main pom.xml, but as it is a test dependency it should reside in the testbom module instead. (Previously the dependency was transitive.)

      This is only relevant to the 21.0.x branch.
