ReloadRedirectTestCase and CLIAuthenticationTestCase were disabled as part of the ~~WFCORE-5526~~ work, primarily because ~~WFCORE-5522~~ needed to be resolved. But ~~WFCORE-5522~~ is resolved so it seems reasonable to restore the testRedirectWithSecurityCommands method and CLIAuthenticationTestCase.

This follows up on ~~WFCORE-5798~~, which will cover re-enabling the ReloadRedirectTestCase test class in general.
