Restore ReloadRedirectTestCase.testReloadwithRedirect

    Description

      ReloadRedirectTestCase was disabled as part of the WFCORE-5526 work, primarily because WFCORE-5522 needed to be resolved. But the testReloadwithRedirect method can work readily enough with elytron and doesn't involve the CLI security commands.

      The testRedirectWithSecurityCommands method can presumably be restored too, since WFCORE-5522 is resolved, but I filed a separate issue WFCORE-5799 for that as I plan to resolve this one but won't have time to deal with testRedirectWithSecurityCommands.
