Enable mod_cluster proxy to register apps in stopped or disabled state

Details

    Description

      Currently an app can only be registered on calling enableApp. Apache mod_cluster implementation allows registering apps via stopApp or disableApp commands.

      This is useful when starting Wildfly in suspended mode - if the contexts are not registered correctly, on shutdown following errors will be shown.
