Rework Component Readiness Drilldown Functionality

      On the scrum today we discussed with team and Justin + Stephen, that we probably do not need the drill down functionality. It adds considerable complexity, is currently causing bugs, cannot be used with the cache primer and thus is extremely slow, and we believe very seldom used.

      Discussed replacing with behavior where clicking a cell opens the regressed tests modal with component and capability filtering enabled.   This would require passing the filter state to the dialog and having it honor it.  Setting / Restoring filter state in the modal dialog is a desirable goal.

       

      We could even do this for the row and column headers. For the time being we have tabled the discussion around removing drill down capability from other parts of the UI. We have discussed moving other functionality like Feature Gate readiness to Component readiness utilizing capability filtering. We have to discuss that design and how we can handle it within CR without drilldown or update main Sippy to give a better report for Feature Gates.
