We should be able to drill down through reports to the capability report, and then click on individual cells to get to test_details reports (regressed or not). The HATEOAS test_details links PR has unintentionally removed this functionality. We now have logic that omits the link when there is no regressed_test available. We had intended to get out of the business of generating test_details report links on the frontend, but we may have to get that functionality back to support this use case.
