As a user of Component Readiness Triage I want to be able to identify test failures in jobs that have specific artifact values.

The short term gen-resolved-issue.py currently has limited support for finding file_matches; with the recent work adding api querying job artifacts to sippy we want to build on this and create a UI to define the match patterns and capture the matched job runs.

The UI should be built in a modular manner so it can be implemented in multiple contexts similar to how TriagedIncidentsPanel is used.

A first step would be to tie in the new UI to CompReadyTestReport allowing the pattern definition to be created and then passing in the associated failed job runs to the API along with the pattern definition and receiving a subset list of job runs that matched the provided pattern.

When completed the UI could present the subset list for review currently. Additional stories will include generating full triage job run artifacts from this workflow but that is currently a stretch goal.
