      This may be our final RC for 4.18.  We'll track the final changes needed in this Jira and then decide if we perform a full rebuild of 4.18 or ask ART to stitch in only the changes needed on top of the rc8 release.

      Telco requirements for this RC:

      1. The operators selected must be included in the global staging index: registry.stage.redhat.io/redhat/redhat-operator-index:v4.18

             2. The kube-rbac-proxy selected must be pushed to the official container registry: registry.redhat.io/openshift4/ose-kube-rbac-proxy-rhel9
