Let's try to select our next RC by the end of the day on Wednesday.  It helps the Telco team out if they have a 24 hour notice before the RC is published.

Telco requirements for this RC:

1. The operators selected must be included in the global staging index: registry.stage.redhat.io/redhat/redhat-operator-index:v4.18

       2. The kube-rbac-proxy selected must be pushed to the official container registry: registry.redhat.io/openshift4/ose-kube-rbac-proxy-rhel9 . We will use this art pre-release advisory to this end: https://errata.devel.redhat.com/advisory/145730
