For new informer's we've generally been asking that, let's formalize the process and get it in docs.ci:

• Incoming job should have a reasonable pass rate.

• Requestor should provide an expected pass rate, and a slack channel to be alerted if the job falls below that threshold (usually over past 7 days).

• Requestor should provide a manager backstop to be alerted if the job flatlines for > 2 weeks.
