For OSSM1.1 we will be supporting the "streaming" configuration for tracing and therefore need an additional template to be provided for use by customers.

This template will configure the "streaming" strategy in the Jaeger CR and provision a kafka based environment to act as a buffer for storing tracing data between the "collector" and "ingester" components. The "ingester" will be configured with the storage configuration (e.g. Elasticsearch).

Details TBD - depends whether the feature for auto-provisioning the broker/topics etc is provided by the Jaeger operator.
