Support OTLP metrics

What is the nature and description of the request?

Be able to receive OTLP metrics and get them to supported prometheus stack on OpenShift.

Why does the customer need this? (List the business requirements)

RH customer using RH middleware products with Micrometer and OTLP exporter need to collect these metrics and get them to prometheus on OpenSHift (e.g. user-defined monitoring stack)

List any affected packages or components.
