      Support OTLP metrics

      What is the nature and description of the request?

      Be able to receive OTLP metrics and get them to supported prometheus stack on OpenShift.

      Why does the customer need this? (List the business requirements)

      RH customer using RH middleware products with Micrometer and OTLP exporter need to collect these metrics and get them to prometheus on OpenSHift (e.g. user-defined monitoring stack).

      As of today, OpenShift does not provide the ability to collect metrics following the OTLP, which may be crucial for users considering to use RHOS. This Feature solves that by providing support for collecting OTEL metrics. After collection, metrics are later transformed and exposed to the standard Prometheus monitoring stack.

      This is achieved by configuring exporters in the OpenTelemetry Collector, solving formatting issues between OTEL and Prometheus.
