    Description

      Webpacker is dead.

      The successor project is Shakapacker (https://github.com/shakacode/shakapacker) but it requires Rails 5.2. so we need to do this upgrade first.

      Once transitioned to Shakapacker, we should implement Code splitting and Hot module reloading.
