For some customers, security policies require strict oversight of the SYSTEM Oracle user. Currently, installing 3scale with an external Oracle 19c database requires you to give the SYSTEM user credentials to a script which executes some commands with SYSTEM privileges. To satisfy the security policy of some customers, we should document exactly what commands get executed with SYSTEM user privileges in Oracle.
