Proxy deploy endpoint does not bump proxy config to staging or sandbox

      When proxy configuration is changed, the proxy deploy API endpoint is expected to bump configuration to sandbox or staging proxy configuration. This bumping should happen synchronously, ie immediately, not eventually. 

      POST /admin/api/services/2555417883693/proxy/deploy.json
...
-> "HTTP/1.1 201 Created\r\n"
...

      Then, when requesting sandbox latest proxy config, the result is not found

      GET /admin/api/services/2555417883693/proxy/configs/sandbox/latest.json

-> {\"status\":\"Not found\"}"
