Move '.decorate' from view to controller in api/proxy_configs/index

    Description

      Api::ProxyConfigsController#index should decorate the objects instead of the view. For that, a decorator for ProxyConfig needs to be created.
      It also should not 'talk to strangers'.
      Add tests.
      Take the chance to quickly improve the code inside Api::ProxyConfigsController#index
