When tenant is first deleted cannot be suspended

      1. Create new tenant
      2. Go to /buyers/accounts/{tenant_id}/edit and delete tenant
      3. Go to /buyers/accounts/{tenant_id} and try to suspend tenant

       

      Currently 404 page is displayed.

    Description

      When you first delete tenant and after want you try to suspend it 404 page is displayed and tenant cannot be suspended. 

      There is maybe problem with displaying suspend button because when is tenant already suspended button suspend is still visible.

      Questions:

      • Is a deleted user by definition suspended?
        • if not, then the button to suspend should not be shown if the tenant is (suspended or deleted).
        • if so, then more investigation is needed

      Ultimately, it makes no sense to suspend a deleted user or a user that is already suspended.

      Dev Notes: Do not show the Suspend button if the user is deleted or suspended. Change text to indicate that the tenant can no longer access the account.
