I saw that we can redistribute the new Oracle instant client base, tools, and development runtime (Version 19.6.0.0.0) on https://www.oracle.com/database/technologies/faq-instant-client.html. I did not dig the scope where it applies though.

Can Instant Client be redistributed?
Subject to the license, Instant Client can be bundled and redistributed for free. Enterprises can redistribute Instant Client within their organizations. However, customers can only call Oracle Support for Instant Client if they have a standard support contract. Please refer to the Oracle Technology Network License Agreement.
- Verify with legal if we can put it in our upstream repository
- Verify with legal if we can build directly the Oracle image to distribute to customers
