Completely get rid of the 15-day wait for deletion via UI of tenants and any other objects that may be deleted asynchronously. If there are any other delays remove them too. That is, start any deletion immediately.

This issue is blocked by other issues for deployment only. Development can happen at the same time but the blocking issues must be deployed/delivered at the same time as this one or earlier.
