Make CircleCI run for ruby 2.4 and 2.5

      Task is to run tests on CircleCI with Ruby 2.4 and 2.5 (optional)

      We will still support Ruby 2.3 for SaaS until operations team has done the migration.
      All tests should still be running on 2.3 on every Pull Request.
      The tests should be run on nightly for 2.4 and 2.5

      Based on success of 2.5 we can decide which version will be chosen for SaaS and on-premises

      Dev notes

      2.4 is done, I prefer to create another issue for 2.5
