      Upgrade ruby version to 2.4 or higher

      • Migrate on-prem for sure. Ideally we should also migrate SaaS but we can support 2.3 and 2.4 both.
      • Make the CI run for ruby 2.3 and 2.4
      • Make sure that we can productize 2.4
