A developer that should be allowed to run assessments and analysis, but not to create or modify applications in the portfolio.

1) Created a user "migrator" with role admin and migrator.

2) Login as migrator user.

3) Migrator does not have permission to create any of the control entities like creating stakeholder or groups or business service but it does have access to buttons to create new tag types and tags (screenshot attached)

Question : should a migrator have permission to create tag types and tags ?

4) If yes , On creating tag types and tags , user get error as shown in attached screenshot .

Expected Result : If migrator does not have the permission to create tag types and tags and then "create new " button should not be visible to migrator user.

and if the migrator is allowed to create tags then the creation should work without error .
