    Description

      Step to reproduce:
      1. Login as a migrator user
      2. Go to Controls -> Tags
      3. Try to create tag OR tag type

      Actual result:
      The creation fails with the error: "Request failed with status code 401"

      Expected result:
      Migrator user should not have permission to create/edit controls
