The top dropdown and "all services" navigation menus are missing links to Subscription Usage in Ephemeral.

IQE-Curiosity tests are always using URL based navigation for its stability and menu based navigation tests are disabled (see the linked cards).
Identify the root cause and fix the missing navigation, if it is in our config. If not, reach our to a relevant team for fixing it.

Start the investigation in the chrome-service-backend repository.

AC:

• Root cause is identified
• Fixes applied, or transfer the bug to possibly platform experience team
• Stage and prod navigation do not get broken in the process
