PO Summary: This issue is about ensuring our automated "quality checks" (tests) match the actual rules you’ve set for the product.

We are updating our internal test scripts to ensure they don't flag "zero capacity" as an error, aligning our quality checks with the Product decision to avoid sending unnecessary notifications to customers.

After Product decision discussed here, we want to update the swatch-utilization test plan to reflect the expected behavior.

utilization-capacity-TC001 expected to send a message for 0 capacity in the utilization message, instead we don't want to notify.

Note that the test plan has been written after the decision, so the behavior is not a bug.
