After the creation of the test plan for swatch-utilization we need to start implementing the tests.

This card focuses on the tests covering capacity handling edge cases.

The following tests need to be implemented:

utilization-capacity-TC001 - Zero capacity with positive usage
utilization-capacity-TC002 - Unlimited capacity metric
utilization-capacity-TC003 - Contract without dimensions does not emit notification

Acceptance criteria:

All 3 test cases (TC001-TC003) from the capacity handling section are implemented and passing locally and in ephemeral environments.

Additional note for utilization-capacity-TC003:
After implementing this test, the equivalent IQE test should be removed from the iqe-rhsm-subscriptions-plugin:
