After the creation of the test plan for swatch-utilization we need to start implementing the tests.

This card focuses on the tests covering multi-resource processing scenarios.

The following tests need to be implemented:

utilization-multi-TC001 - Multiple resources with mixed overage states
utilization-multi-TC002 - Multiple metrics with mixed overage states within same product

Acceptance criteria:

All 2 test cases (TC001-TC002) from the multi-resource processing section are implemented and passing locally and in ephemeral environments.
