After the creation of the test plan for swatch-utilization we need to start implementing the tests.

This card focuses on the tests covering overage detection logic.

The following tests need to be implemented:

utilization-overage-TC001 - Process overage
utilization-overage-TC002 - No overage when usage is below capacity
utilization-overage-TC003 - No overage when usage is above capacity but below threshold
utilization-overage-TC004 - Overage persists after insufficient capacity increase
utilization-overage-TC005 - Usage above capacity but below threshold after capacity increase
utilization-overage-TC006 - Overage resolved after sufficient capacity increase
utilization-overage-TC007 - Usage exactly at threshold boundary
utilization-overage-TC008 - Capacity reduction below current usage

Acceptance criteria:

All 8 test cases (TC001-TC008) from the overage detection section are implemented and passing locally and in ephemeral environments.
