Currently, the iqe testing uses the endpoint in InternalTallyResource.saveEvent to write events to the events table for testing purposes. This bypasses the EventController. 

To ensure that the event creation properly reflects a real-time scenario, the event Json received should be put on the Kafka bus to be processed.

The saveEvent method needs to be modified to make that message posting.
