The design should be sufficient that both the blocked tasks can independently have ORM mappings for the table. 

Goal is to deprecate the usage of sockets and cores on the current capacity table, as individual columns. And, create a new table that holds the capacity measurements - to accommodate both arbitrary measurements and arbitrary number of measurements.

• Create table specification (table in the design doc) that should be populated by the contracts service, and should be read by the API
• Table holds subscription capacity 
• Design the migration from the sockets and cores fields on the capacity table as well
• Create a card for the migration of the existing data (blocks SWATCH-930 and SWATCH-967)
