Allow CSI Driver to be installed on all cloud providers

User Story

As a CSI driver implementer
I want my CSI driver to be installed on all cloud providers
So that my cloud-agnostic CSI driver is available to all OpenShift installations

Acceptance Criteria

• CSI drivers installed by the cluster storage operator can declare that they want to be installed on all cloud providers
• For CSI drivers that want to be installed on all providers, the cluster storage operator installs those CSI drivers on all OCP clusters.

Notes

Capability is needed for the projected resource CSI driver.
Similar capabilities are needed if we ever decide to package the secret store CSI driver
