We need to migrate create-efs-volume to AWS SDK v2. v1 is deprecated and will not be supported soon (July 2025, https://aws.amazon.com/blogs/developer/announcing-end-of-support-for-aws-sdk-for-go-v1-on-july-31-2025/). This is technically not part of the epic STOR-2365, but since we're going to modify create-efs-volume there anyway, we could migrate to the new SDK too. If this turns out to be more complicated than say 1 day, we need a techdebt epic in 4.21.
