As per the latest Update MultiCluster feature will be shipped as part of OPP

We need to ensure OSP MultiCluster will be enabled only on OPP clusters not on normal OCP cluster

This story will be focused more towards doing a POC on how to setup the OPP based cluster and how to ensure its OPP
