In order to be able to communicate the target design across teams and customers who use pipelines and collect feedback before delivery

• A design document exists that elaborates alternative approaches that are considered for multi-cluster pipelines and details the pros and cons of each approach
• A recommended approach exists in the design doc as the target design for multi-cluster pipelines
