The main scope of the story is to ensure that the release pipelines for all upstream tektoncd components are published to  a oracle cloud object storage bucket instead of the existing google cloud buckets.

• # To start with first we have an upstream tekton catalog task to upload the files/directories to oracle cloud bucket has to be defined.
• # Once the above PR is merged, the release pipelines in respective component repositories have to be updated so that the yamls are published to the oracle storage bucket instead of the GCP bucket. The changes to release pipelines will have an impact on both nightly and main releases.
  The above 2 steps were accomplished SRVKP-8992 for Pipelines. The scope of this stroy is to just replicate that for operator and chains.

1. Along with the update of release pipelines for each component, the respective documentation for each components that capture the installation steps have to be updated.
