As part of this story we need to add changes to both K8s and Openshift to install MultiCluster

If MultiCluster feature is enabled 

K8S:

• Use upstream Kueue 0.15.0to deploy upstream kueue
• Use tekton kueue plugin https://github.com/konflux-ci/tekton-kueue/releases/tag/v0.2.0 to install kueue plugin 
• Install Results Proxy Server
• Install syncer-service
• then remaining installation of Pipeline, Triggers, Chains etc....

Openshift:

• check whether
  • Kueue is enabled or not
    • Check RH Kueue Operator 1.3 is installed or not
    • Check Kueue Plugin is installed or not
• Install Results Proxy Server
• Install syncer-service
• then remaining installation of Pipeline, Triggers, Chains etc....
