      Improved error handling for missing Tekton Results data on the Overview page.

      Previously, when the tekton-results-postgres or tekton-results-api pods were restarted, the Overview page displayed an "Oh No! Something Went Wrong" error.
      This update ensures that when pipeline results data is unavailable, an empty state is shown instead of an error message — providing a smoother and more consistent user experience.

      • Install OSP 1.18.x
      • Run any pipeline to get some data in `Overview` page
      • Restart the `tekton-results-postgres-0` pod
      • Observe the `Overview` page throws `Oh No! Something Went Wrong error`.
      • Restart the `tekton-results-api` pod
      • Observe the `Overview` page is now loading but the results data is no longer available.
