Steps to reproduce the issue. If unable to reproduce, details why the issue cannot be reproduced

• Install OSP 1.18.x

• Run any pipeline to get some data in `Overview` page

• Restart the `tekton-results-postgres-0` pod

• Observe the `Overview` page throws `Oh No! Something Went Wrong error`.

• Restart the `tekton-results-api` pod

• Observe the `Overview` page is now loading but the results data is no longer available.
