ClusterTask that we ship (for now) in the operator should come from {{ openshift-pipelines/tektoncd-catalog }}, instead of pulling them from upstream (or storing them locally).

Basically this is about updating the clustertask fetching scripts to use the tektoncd-catalog repository.
